Securing investment to achieve the Digital Decade infrastructure targets

In this report for Google, Robert Kenny considers the Digital Decade targets for FTTP and 5G. He considers progress to date; future investment required and likely sources; the necessary investment incentives; and the impact of traffic charges.

He finds that traffic charges will - at best - only sligthly improve investment incentives, and may in fact considerably worsen them.

Thus traffic charges cannot be justified as an intervention to supoprt the Digital Decade targets.
